MILSPRAY’s Business Development Capture Manager is Joseph Mimoso. Joe has been performing project management with a concentration on operations, capture and proposal management to the Command, Control, Communications, Computers, Information, Sensors and Reconnaissance (C4ISR) community for nearly twenty years. Prior to joining MILSPRAY™ he was a proposal manager at EPS Corporation in Eatontown, NJ where he led what Bloomberg Government (BGOV) rated its #1 Federal Government Opportunity off its “Top 20 Federal Government Opportunities” list. A $37.4 billion ID/IQ Multiple Award Contract (MAC), the Responsive Strategic Sourcing for Services (RS3) for the US Army, ACC-Aberdeen Proving Ground is one of the largest solicitations the US Army Contracting Command (ACC) released. Mr. Mimoso states, “although, it has been extended multiple times and is still under source selection, I feel extremely confident it will be a winning proposal for EPS.” His most recent win was for a Naval Surface Warfare Center, Panama City Division (NSWC PCD), Science & Technology Department (Code X) opportunity named Intelligent Sensing Operational Support (ISOS), with a total award value of $16 million.
Prior to transitioning down to Aberdeen Proving Ground (APG), Mr. Mimoso managed multiple projects at Ft. Monmouth, NJ for the Program Executive Office for Command, Control, Communications, Tactical (PEO C3T) in various roles. Each role enhancing his understanding of the Federal Government’s acquisition life cycle and Federal Acquisition Regulations (FAR), giving Mr. Mimoso proposal development knowledge and skills that he says, “are sure to help increase MILSPRAY’s percentage of win (PWIN) rate for the opportunities it pursues.”
Mr. Mimoso holds a Bachelor of Science degree with a major in Business Economics and a minor in Information Systems from Monmouth University. Along with numerous professional development seminars, courses and symposiums, Mr. Mimoso attended a Capture Management Seminar held by the foremost business development trainers, Shipley Associates and a Proposal Management seminar held by H. Silver & Associates. Additionally, he participated in a week-long Solutions Selling symposium. By taking advantage of these professional development opportunities, coupled with his education and experience gleaned throughout his career, Mr. Mimoso brings to MILSPRAY™ a combination of hands-on experience and real world understanding of business development, specifically capture and proposal management.
